Arising out of the need for
professional operations, management and
maintenance services of smaller water and
wastewater treatment facilities in Northern
California, Philips & Associates was formed.
Initially serving Napa Valley resorts and small
community wastewater systems, Phillips &
Associates has grown to become a leader in the
operations, management and maintenance of both
water and wastewater utilities in Northern
California. Based in Napa since 1986 our focus
has been on communities and industry in the San
Francisco Bay Area and surrounding counties.
Our typical water and wastewater systems are
less than one million gallons per day. Phillips
& Associates is well structured to offer
superior services to the smaller utilities at an
affordable fee. Our goal is to earn your trust
and confidence through professional operations,
management and maintenance services usually only
available to larger facilities. Phillips &
Associates was founded in 1986 as Gary Phillips
& Associates. In the mid nineties the current
name was adopted when Steve Phillips joined the
firm. |

Gary has some forty years of water and
wastewater operations and management
experience, including consulting some of
the largest municipalities in the United
States.
|
|
|
|
Starting as a college
student, Gary worked his way through
school doing maintenance, operations and
eventually management of both water and
wastewater facilities. Doing
undergraduate work in physics and
business earned him a Bachelors degree
from California State University. He
furthered his education and ultimately
earned a Masters of Business
Administration.
Gary is certified by the California
State Department of Health Services for
water treatment
systems and water |

distribution systems
operations and management. He is also
certified by the State Department of
Water Resources for wastewater treatment
systems operations and management.
Gary has
consulted utilities serving a few dozen
customers to those serving several
hundreds of thousand customers, and has
managed facilities from a few thousand
gallons per day to many millions of
gallons per day. Gary is a founding
principal of Phillips & Associates and
serves as its Environmental Systems
Engineer and President. He is a member
of the National Water Environment
Federation, California Nevada American
Water Works Association, the California
Water Environment Association and the
American Society of Civil Engineers. |

Steve Phillips

Steve has some thirty-three years of
water and wastewater operations and
management experience. Earning his
promotions working in large municipal
wastewater treatment plants, Steve
worked up the ladder to become the
Senior Process Control Engineer at
Phillips & Associates in 1995.

|
He is a
principal stockholder and serves as Vice
President. Steve is certified by the
California State Department of Health
Services for water treatment systems and
water distribution systems operations
and management. He is also certified
by the State Department of Water
Resources for wastewater treatment
systems operations and management.
Steve is the overall field manager for
all operations, maintenance and
management services provided by Phillips
& Associates. |

Steve holds an Associates
degree and is member of National Water
Environment Federation, California
Nevada American Water Works Association
and the California Water Environment
Association. |
